The content listed below is not accessible for the following reasons:
a) non-compliance with Legislative Decree 82/2022.
The audit highlighted the following non-conformities (WCAG 2.1 level AA criteria):
- 1.1.1 – Non-text Content: Some visual content and images do not have accessible alternative descriptions.
- 1.3.1 – Info and Relationships: The structure and relationships between content are not always clear to assistive technologies.
- 1.4.1 – Use of Color: Some information is communicated only through color, making it poorly perceivable.
- 1.4.3 – Contrast (Minimum): The contrast between text and graphic elements and the background does not always ensure easy reading.
- 1.4.4 – Resize text: Some content does not remain readable or usable when text is enlarged.
- 1.4.5 – Images of Text: Some text is inserted as images rather than actual text, making reading and enlargement difficult.
- 1.4.10 – Reflow: Some content does not adapt well to the screen and requires horizontal scrolling.
- 1.4.11 – Non-text Contrast: Graphic elements and interactive controls do not have sufficient contrast with the background.
- 2.4.1 – Bypass Blocks: It is not always possible to easily skip repetitive sections to go directly to the main content.
- 2.4.4 – Link Purpose (In Context): Some links do not clearly describe their destination or function.
- 2.4.7 – Focus Visible: It is not always visible which element is selected during keyboard navigation.
- 2.5.3 – Label in Name: Visible labels do not always correspond to the name read by assistive technologies.
- 3.2.2 – On Input: Some fields or actions change page or content without warning the user.
- 4.1.1 – Parsing: The code is not always written correctly and may cause interpretation errors for screen readers.
- 4.1.2 – Name, Role, Value: Some interactive elements do not correctly communicate name, role, or state to screen readers.
- 4.1.3 – Status Messages: Some messages or notifications are not correctly announced by assistive technologies.
Additional critical issues concern the accessibility of PDF documents and the proper management of text resizing and status messages.
These issues have already been identified and will be addressed in upcoming site updates.
b) disproportionate burden
Other aspects of the site may present access difficulties, such as unclear page structure or alternative texts that are not always descriptive. Intervention on these elements would require a complete platform revision and, at present, would require resources disproportionate to the organizational and technical capacity.
