The content listed below is not accessible for the following reasons:
a) non-compliance with Legislative Decree 82/2022.
The audit highlighted the following non-conformities (WCAG 2.1 level AA criteria):
- 1.1.1 – Non-text Content: Some visual content and images do not provide accessible alternative descriptions.
- 1.3.1 – Info and Relationships: The structure and relationships between content are not always correctly interpreted by assistive technologies.
- 1.4.1 – Use of Color: Some information is conveyed exclusively through color, making it difficult for some users to perceive.
- 1.4.3 – Contrast (Minimum): The contrast between text and background does not always ensure comfortable readability.
- 1.4.5 – Images of Text: Some text is presented as images instead of real text, limiting accessibility and the ability to resize it.
- 1.4.10 – Reflow: Some content does not adapt correctly to different screen sizes or zoom levels, requiring scrolling in multiple directions.
- 1.4.11 – Non-text Contrast: Some user interface components and graphical elements do not provide sufficient contrast to be easily distinguishable.
- 2.4.4 – Link Purpose (In Context): Some links do not clearly describe their destination or function.
- 2.4.7 – Focus Visible: It is not always clear which element is currently selected during keyboard navigation.
- 3.2.2 – On Input: Changing a field or control may automatically trigger context changes that are unexpected or not clearly communicated to the user.
- 4.1.1 – Parsing: The code is not always correctly structured and may cause interpretation errors for assistive technologies.
Additional critical issues concern the accessibility of PDF documents and the proper management of text resizing and status messages.
These issues have already been identified and will be addressed in upcoming site updates.
b) disproportionate burden
Other aspects of the site may present access difficulties, such as unclear page structure or alternative texts that are not always descriptive. Intervention on these elements would require a complete platform revision and, at present, would require resources disproportionate to the organizational and technical capacity.
